A high tax rate will generally equalize the size of baronies by "stealing from the rich and giving to the poor", while low tax rates allow large empires to grow much more easily. Tax Refunds given daily are based on the total amount of income the BBS recieves in taxes. Randomly throughout the game, the "BBS emperor" will raise or lower tax rates; therefore, the value set here is not binding, but provides an average, and initial, value for the game.
